Green Mountain Care Board Member

The State of Vermont is seeking candidates for an upcoming vacancy on the independent, five-member, Green Mountain Care Board, which was established by Vermont's landmark health care reform law.  The Board consists of a Chair and four board members who serve a term of 6 years on the Board.  The State is seeking candidates to fill the Board member seat which will become vacant as of October 1, 2017.

Information Management Officer

Reporting to the Executive Director, the Information Management Officer will coordinate the development of relationships and partnerships with the community, health professionals, local government, community service organizations and other relevant stakeholders to improve the health and wellbeing outcomes for Vermonters.  Work shall involve management and implementation of key operational elements related to health care regulation, innovation and/or health care evaluation initiatives.  The role involves extensive interaction with the Board; private sector health care and community services partners; consumer representatives; and other stakeholders. This position shall assist with meeting scheduling, preparation, facilitation and follow-up activities. Assists in defining scope, goals, plans and deliverables that support implementation of health policy initiatives, and tracks project milestones and deliverables. This exciting new position will be responsible for the handling of: public information requests; legislative requests; speaking requests; the arrangement of public meetings, such as traveling Board meetings; and the coordination of stakeholder advisory groups, as required in statute.

Health Policy Advisor

This position will perform health policy coordination, analysis, development and administrative work for the Board.  This position will work very closely with the Health Care Reform Policy Team along with other exciting new innovative projects at the Board. Work will primarily focus on health care reform activities and implementation of the All Payer Accountable Care Organization Model Agreement between the State and the Centers for Medicare & Medicaid.  The six-year Agreement, signed in October 2016, advances state health care reform principles as outlined in Vermont legislation (Acts 48 and 113) by moving the payment model from one based on fee-for-service to a value-based model that aligns all-payers (Medicaid, Medicare and commercial insurance).   Work shall involve management and implementation of key operational elements related to health care regulation, innovation and/or evaluation initiatives.  The role involves extensive interaction with the Board; private sector health care and community services partners; consumer representatives; and other stakeholders. This position shall assist with meeting scheduling, preparation, facilitation and follow-up activities. Assists in defining scope, goals, plans and deliverables that support implementation of health policy initiatives, and tracks project milestones and deliverables. Effectively communicates project expectations to team members and stakeholders in a timely fashion. Estimates resources and identifies participants needed to achieve project goals. Identifies and researches potential funding sources for health policy initiatives, coordinates grant application documentation, and assists in meeting grant compliance and reporting requirements as applicable.

Healthcare Financial Systems Analyst

 This position will perform fiscal analysis work for an office involving examination of Community Hospital Rates, Health Insurance information, and other financial issues of various Health Care entities subject to regulations of the Green Mountain Care Board. Extensive interaction is required with the staffs of regulated entities and other governmental agencies. Work will primarily focus on financial assessment of health care reform activities and implementation of the All Payer Accountable Care Organization Model Agreement between the State and the Centers for Medicare & Medicaid.  The six-year Agreement, signed in October 2016, advances state health care reform principles as outlined in Vermont legislation (Acts 48 and 113) by moving the payment model from one based on fee-for-service to a value-based model that aligns all-payers (Medicaid, Medicare and commercial insurance).  Work is performed under the general supervision of the Health Systems Finance Associate Director.
