Federal law requires hospitals to complete community health needs assessments and develop an implementation strategy to meet those needs. The GMCB has instructed Vermont's hospitals to submit their community health needs assessments as part of the budget review process, and has established a Policy on Community Health Needs Assessments to guide their use in the budget review process.
