  • On November 1, 2023, The Board received the 2023 update to the Vermont Health Information Exchange Strategic Plan and Connectivity Criteria for 2024. Click here to access the draft Plan. The Vermont Agency of Human Services (AHS) and Vermont Information Technology Leaders (VITL) presented the HIE Strategic Plan Update and Connectivity Criteria for 2024 at a public Board meeting on November 15, 2023. AHS resubmitted a modified HIE Plan draft on November 30, 2023. Public comment was accepted through Monday December 4, 2023 to be considered ahead of the GMCB vote on Wednesday December 13th. No public comments were received.

October 2023

  • As of 10/11/2023, Vytalize rescinded its waiver request. Vytalize Health 9 is a Medicare-Only ACO whose network is expanding into Vermont for FY24. Public comments on this request were received until October 10th.

  • Vermont Information Technology Leaders (VITL) submitted an amendment to the to the Green Mountain Care Board for review and approval as the change in revenues is slightly above the 5% threshold set in the VITL Budget Guidance developed by the Board in May 2021. The amendment reflected changes to the forecast for FY23 relative to the budget that was presented in June 2022.  Please see the related documents at https://gmcboard.vermont.gov/hit/vitl-oversight.  Public Comment closed on Wednesday, February 22, 2023.  No comments were received.
  • On Wednesday, February 1, 2023, the Department of Vermont Health Access presented their proposal for the plan design for 2024 Standard Qualified Health Plan. Public comment opened on Tuesday, January 31st and closed on February 7, 2023. There were no public comments received during this period.

  • The Board received Gather Heath ACO’s FY2023 Budget on September 30, 2022. Submission materials can be found here. Gather Health presented their budget at a public board meeting on Monday, October 24, 2022, and GMCB staff presented their analysis on Wednesday, November 2, 2022. Public comment was accepted through Friday, October 28, 2022 to be considered ahead of the GMCB staff presentation on November 2, 2022, or by Friday, November 11, 2022, to be considered ahead of the GMCB vote on Wednesday, November 16, 2022. No public comments were submitted.

    • The Board accepted public comment on the Vermont Information Technology Leaders’ (VITL’s) Budget, which was presented to the Board on June 8, 2022. The VITL Budget potential vote was recognized for June 22, 2022.
    • The Board reviewed the FY2023 Accountable Care Organization (ACO) Budget Guidance and Certification Form. The Medicare-Only ACO Guidance was reviewed on June 8, 2022, and the Certified ACO Guidance and Certification Form was reviewed on June 15, 2022. Materials can be found on the Board meeting page here. Public comment was submitted by COB on Monday, June 20, 2022, in order to be considered before the Board’s potential vote on June 22, 2022.

    • The Board accepted public comment on the Act 159 Section 5 report on Hospital Sustainability, from January 21-28, 2022. The report was submitted to the legislature on February 1, 2022.

    • The Board accepted public comment November 3, 2021 through November 25, 2021 on the 2021 updated Vermont Health Information Exchange (HIE) Strategic Plan, including the Vermont Health Information Exchange (VHIE) Connectivity Criteria. The plan submitted by the Department of Vermont Health Access  (DVHA) is posted here on the GMCB website. DVHA and Vermont Information Technology Leaders (VITL) presented a summary of this updated plan at a public Board meeting on November 17, 2021.
    • The Board accepted public comment on the draft Health Care Workforce Strategic Plan submitted by the Director of Health Care Reform October 15, 2021 through Monday, November 1, 2021. In addition to the special comment period, the Board held a public meeting on the draft plan Wednesday, October 20, 2021 and gathered feedback from its General Advisory Committee on October 25, 2021. The Board must review and approve the draft plan within 30 days upon receipt. The draft Health Care Workforce Strategic Plan can be found here.

    • The Board accepted public comment on the GMCB Prescription Drug Technical Advisory subgroup recommendations presented at the October 15, 2021 Board meeting through Monday, October 25, 2021. The subgroup recommendations can be seen here.     • The Board accepted public comment on the draft FY 2022 Budget Guidance and Reporting Requirements for Medicare-Only Non-Certified Accountable Care Organizations Wednesday, October 13, 2021 through Tuesday, October 19, 2021. The draft guidance can be seen here.

    • Beginning May 10, 2021 to July 28, 2021 at 11:59 PM, the Board accepted public comment on the proposed Blue Cross Blue Shield of Vermont and MVP Health Care Individual and Small Group rate filings for plan year 2022.     • At its May 19, 2021 meeting, the Board considered how the transfer of three practices from the University of Vermont Medical Center to Central Vermont Medical Center, which were transferred at the end of FY2020 but not included as transferred in the approved FY2021 budgets for either hospital, should be reflected in the FY2021 and FY2022 hospital budget process.     • The Board accepted public comment on the draft Accountable Care Organization Oversight Guidance Re Rule 5.000, § 5.203(a) from May 5, 2021 until May 10, 2021. The presentation to the Board can be seen here and the draft guidance can be seen here.

    The Board is accepting public comment on the FY22 Hospital Budget Guidance beginning March 10, 2021. The presentation, draft guidance, draft enforcement policy, and draft appendices workbook can be seen here on the GMCB website under the March 17, 2021 date. The Board will be discussing the guidance further and potentially voting on March 24, 2021. Please submit public comment by EOB Friday, March 19, 2021 to be considered by the Board at the March 24, 2021 meeting.

    The GMCB solicited public comment through October 30, 2020 on discussion drafts of two white papers on GMCB Regulatory Alignment.

    • The Board accepted public comment through Tuesday, April 21, 2020 at 5pm on the BCBSVT 2021 Non-Standard Plan Designs. The Board also accepted verbal public comment (via call-in number or Skype) at the Board Meeting on April 22, 2020.
    • The Board accepted public comment from April 1, 2020 through April 7, 2020, on the subject of whether to issue one or more time-limited waivers of the need to obtain a certificate of need for new health care projects related to the COVID-19 pandemic. In addition, the Board asked for comment on what types of projects should be granted a waiver and the appropriate duration of any such waiver.

    Rule 5.000: Oversight of Accountable Care Organizations

    The Green Mountain Care Board held a public hearing on Thursday, June 29, 2017 at 1:00 p.m. to receive public comments on the proposed rule. The hearing was held at the Board’s offices on the second floor of the City Center Building at 89 Main Street, Montpelier, Vermont 05620-3601.  The Board accepted public comments on the Proposed Rule 5.000 through July 14, 2017. Comments were directed to Michael Barber, Associate General Counsel at michael.barber@vermont.gov, or (802) 828-1741.

    The Data Governance Council was contemplating the removal of Medicare supplemental eligibility data from the scope of VHCURES data collection. GMCB invited the public to provide comment on this potential decision. (See explanation below)

    Through the Vermont Health Care Uniform Reporting and Evaluation System (VHCURES), GMCB collects health insurance claims data on Vermont residents as mandated in state law. The data that is available to GMCB and approved data users does not include names or other direct identifiers of individuals using covered health care services. The VHCURES data is used to analyze health care spending, utilization and the performance of the health care system that provides services to Vermonters. Currently, the bulk of VHCURES includes data for comprehensive major medical insurance coverage through private insurance, Medicaid, and Medicare. VHCURES also includes data from commercial insurers for Medicare Advantage, Medicare Part D prescription drugs, and limited information on Medicare Supplement that covers some expenses not covered by Medicare and other insurance. VHCURES only collects enrollment data for Medicare Supplemental insurance policies, but does not collect Medicare Supplement claims data. The limited information in partial collection of Medicare supplement enrollment data has offered no known analytic value or usefulness. The Data Governance Council is contemplating the removal of Medicare supplemental eligibility data from the scope of VHCURES data collection. GMCB invites the public to provide comment on this potential decision.

    Changes to The Quality and Performance Measures for Vermont's ACO Shared Savings Programs

    The Green Mountain Care Board opened a public comment on the proposed moratorium on changes to the quality and performance measures for year 3 of Vermont’s ACO shared savings programs. The comment period was from Thursday, October 23 through Monday, December 1 at 4:30pm.”

    GMCB Statement Regarding Year 3 ACO Commercial Shared Savings Quality and Performance Measures

    The Green Mountain Care Board  considered a hiatus on adding or promoting quality and performance measures for Year 3 (Calendar Year 2016) of the ACO Commercial Shared Savings Program. The Board requested that the VHCIP Quality and Performance Measures Work Group, Steering Committee, and Core Team also consider this proposal, which is based on a desire to provide stability and predictability to the program. It will also allow the GMCB a chance to review and evaluate year 1 and 2 results of the ACO Commercial Shared Savings Program.
