- On November 1, 2023, The Board received the 2023 update to the Vermont Health Information Exchange Strategic Plan and Connectivity Criteria for 2024. Click here to access the draft Plan. The Vermont Agency of Human Services (AHS) and Vermont Information Technology Leaders (VITL) presented the HIE Strategic Plan Update and Connectivity Criteria for 2024 at a public Board meeting on November 15, 2023. AHS resubmitted a modified HIE Plan draft on November 30, 2023. Public comment was accepted through Monday December 4, 2023 to be considered ahead of the GMCB vote on Wednesday December 13th. No public comments were received.

The Board accepted public comments on a potential modification of a FY2017 University of Vermont Medical Center enforcement action to permit the University of Vermont Health Network to use the balance of the remaining self-restricted funds from that enforcement action (approximately $18 million) to increase capacity for mental health services in the State, not limited to increased inpatient mental health capacity. The Board received the five-year comprehensive 2023-2027 Vermont Health Information Exchange Strategic Plan and Connectivity Criteria for 2023 on October 31, 2022. The Vermont Agency of Human Services (AHS) and Vermont Information Technology Leaders (VITL) presented this Plan to the Board on November 16, 2022. In late 2021, Vermont submitted a request to the Center for Medicare and Medicaid Innovation (CMMI) to extend the All-Payer Model (APM) Agreement for one year to allow the state more time to develop a proposal for a subsequent Agreement and engage providers and other partners. During 2022, the Vermont APM signatories, led by the Scott Administration, negotiated an extension agreement that would allow for up to two additional performance years; this would provide a bridge to a new federal-state model (currently in development) likely to start in 2025. GMCB staff presented the extension agreement for the GMCB’s consideration on November 16, and the GMCB Board approved the amended and restated All-Payer ACO Model Agreement on November 28, 2022.

- This white paper series aims to improve the Board’s ability to make decisions consistently across regulatory processes and ensure appropriate assessment of regulated entities in a reformed payment and delivery system environment. A third The third and final paper will review four key areas for policy alignment: (1) financial measures, (2) quality measurement, (3) delivery system roles and responsibilities, and (4) risk and reserves. The Green Mountain Care Board held a public hearing on Thursday, June 29, 2017 at 1:00 p.m. to receive public comments on the proposed rule. The hearing was held at the Board’s offices on the second floor of the City Center Building at 89 Main Street, Montpelier, Vermont 05620-3601. The Board accepted public comments on the Proposed Rule 5.000 through July 14, 2017. The Data Governance Council was contemplating the removal of Medicare supplemental eligibility data from the scope of VHCURES data collection. GMCB invited the public to provide comment on this potential decision. (See explanation below)
Through the Vermont Health Care Uniform Reporting and Evaluation System (VHCURES), GMCB collects health insurance claims data on Vermont residents as mandated in state law. The data that is available to GMCB and approved data users does not include names or other direct identifiers of individuals using covered health care services. The VHCURES data is used to analyze health care spending, utilization and the performance of the health care system that provides services to Vermonters. Currently, the bulk of VHCURES includes data for comprehensive major medical insurance coverage through private insurance, Medicaid, and Medicare. VHCURES also includes data from commercial insurers for Medicare Advantage, Medicare Part D prescription drugs, and limited information on Medicare Supplement that covers some expenses not covered by Medicare and other insurance. VHCURES only collects enrollment data for Medicare Supplemental insurance policies, but does not collect Medicare Supplement claims data. The limited information in partial collection of Medicare supplement enrollment data has offered no known analytic value or usefulness. The Data Governance Council is contemplating the removal of Medicare supplemental eligibility data from the scope of VHCURES data collection. GMCB invites the public to provide comment on this potential decision.

GMCB Statement Regarding Year 3 ACO Commercial Shared Savings Quality and Performance Measures
The Green Mountain Care Board considered a hiatus on adding or promoting quality and performance measures for Year 3 (Calendar Year 2016) of the ACO Commercial Shared Savings Program. The Board requested that the VHCIP Quality and Performance Measures Work Group, Steering Committee, and Core Team also consider this proposal, which is based on a desire to provide stability and predictability to the program. It will also allow the GMCB a chance to review and evaluate year 1 and 2 results of the ACO Commercial Shared Savings Program.
